Front Guardhouse Renovation
Renovation of the front guard house will be taking place between January 30th and February 17th. A temporary trailer office will be set up just outside the guard house and this will necessitate the closure of the inside entry lane for the duration of the project.
Residents may want to consider using the rear gate “resident only” entrance for quicker entrance onto the property. All guests and service providers will still need to enter through the front gate. Please make sure you have the Southwind “S” sticker displayed in your window to speed up entry. They may be obtained from the front gate.
Exit lanes will not be affected.
Resident Forum
In an effort to improve communication and resident participation, we have established a Resident Forum which meets at the Club once a quarter.
The meetings are currently scheduled for 6:30 pm on the following dates:

In addition, the 2012 Annual Meeting is scheduled for Sunday, November 18th.

Holiday Trash Collection
Because Monday will be the Martin Luther King holiday, trash collection next week will be on Tuesday and Thursday instead of Monday and Thursday.
Please make every effort to only place items on the curb no sooner than the evening before pick up in order to keep the neighborhood looking neat.
Traffic Violations Policy
The Board considers the enforcement of traffic rules to be a very serious and important function of SRPA. The violation of traffic rules affects the enjoyment of the neighborhood and creates safety risks for Members and their guests. The following traffic offenses will be tracked per house on an annual basis. Members are responsible for their residents, tenants, family members, guests and contractors.
Shelby County traffic laws and SRPA traffic regulations will be enforced in the neighborhood. Offenses of the Shelby County traffic laws and the SRPA traffic regulations will result in the following consequences:
First Offense: The owner of the vehicle and the Member responsible for the owner or user of the vehicle will be issued a written warning.
Second Offense: The Member responsible for the owner or user of the vehicle will be assessed a $50.00 assessment, which shall be due and payable with ten (10) days of issuance. If unpaid, such assessment shall become a lien upon the property.
Third Offense: The Member responsible for the owner or user of the vehicle will be assessed a $100.00 assessment, which shall be due and payable with ten (10) days of issuance. If unpaid, such assessment shall become a lien upon the property. Also, the following privileges will be suspended for sixty (60) days from the date of the offense:
1) Mag Cards and Gate Clickers;
2) Exterior renovations;
3) Large Party Access;
4) Voting for members of the Board; and
5) Parking passes for golf tournaments.
Consistent offenses, may, at the discretion of the Board, subject the Member to loss of convenient access to the neighborhood, by requiring the Member to enter and exit the neighborhood: (a) through the front gate only or (b) by access patrol escort to and from the property at the expense of the Member. In addition, the vehicle may be towed at the Member’s expense.
Any attempts to collect such assessments, will not only incur late charges, but any Member who fails to pay such assessments promptly will also be responsible for all costs incurred in collecting the assessment. This includes any additional charges from the Management Company, any expenses incurred by SRPA, including filing fees, courts costs, foreclosure publication fees, postage, copies, registration fees and attorney’s fees. ALL costs, expenses, interest and late charges must be paid prior to the restoration of privileges.
The Member may request review of any traffic policy violations by the Board. Such review will be completed within thirty (30) of written request and the decision of the Board will be final.
Access Control Update
Elimination of “Open Access”
The front gate has been utilizing an unwritten “Open Access” practice for guests visiting residents or attending parties in Southwind. In order to maintain access control, the SRPA Board has voted to eliminate the use of any “Open Access” practice. The SRPA Board has approved a policy to accommodate guest access for large parties as set forth below.
Qualified Access for Large Parties
Residents may grant guests access to their property for a large party by utilizing one of the following two methods:
A. Written Guest List – Residents may furnish the front gate with the following information: (i) a list containing the first and last name of each guest; (ii) the address of the party; (iii) the date of the party; and (iv) the time of the party. The resident will not receive a call from the front gate when a guest arrives if the guest’s name is on the list at the front gate.
B. Large Party Access – Residents may request SRPA Board approval for a large party without the necessity of furnishing the front gate with a written guest list. Large Party Access may be requested from the SRPA Board through the management company by providing the following information: (i) anticipated number of guests; (ii) the date of the party; and (iii) the time of the party. This information must be submitted at least seven (7) days prior to the party. The SRPA Board will grant or deny the request for Large Party Access within three (3) business days after submission. Each guest must provide their first and last name at the front gate before entering Southwind. The resident will not receive a call from the front gate when a guest arrives if Large Party Access has been granted.
Regular Guest Access
Residents may grant regular guests access to their property by utilizing one of the following three methods:
A. Prior Authorization – Prior to a guest arriving, residents may call the front gate and provide authorization for a guest to access their property. Residents will need to provide the guest’s first and last name or the name of the guest’s company. The resident will not receive a call from the front gate when a guest arrives if the resident has provided prior authorization to the front gate.
B. Arrival Authorization – Upon arrival of a guest, the front gate will call the resident to obtain authorization for access to the resident’s property. The guest will be denied access if the resident cannot be contacted or if the resident declines to authorize access. The guest will be required to provide their first and last name or company name at the front gate.
C. Frequent Guest Authorization – Residents may grant access to their property by authorizing a guest to be added to the resident’s frequent guest list, which is maintained in the computer at the front gate. Residents may add or remove frequent guests from their list by calling the front gate with the guest’s first and last name or the name of the guest’s company. A frequent guest list may contain up to thirty-five (35) frequent guests. The resident will not receive a call from the front gate when a guest arrives whose name is on the resident’s frequent guest list.
